In a festive tripartite rite at the Tinori-an River in Barangay Tinori-an, Anilao, Iloilo, a landmark Memorandum of Agreement (MOA) was signed, marking the launch of the “Tinori-an River Community-Based Ecotour: A Sustainable Tourism Approach to Resource Generation.” This tripartite partnership forged this Wednesday afternoon, March 13, 2024, involves a collaboration between the Iloilo State University of Fisheries Science and Technology (ISUFST) and the Local Government Units (LGUs) of Anilao and Barotac Nuevo.
The ceremony was attended by officials from three institutions, barangay officials, and local residents of the areas surrounding the Tinori-an River. Graduates of the ISUFST sustainable eco-tourism skills training program, primarily consisting of women and fishermen from the river area, were also present.
Vice Mayor Ma. Theresa F. Debuque of Anilao and Vice Mayor Hernan D. Biron, Jr., of Barotac Nuevo, who represented their respective municipalities on behalf of their mayors, all confirmed their strong legislative, executive, and personal commitments to the project. ISUFST, represented by University President Dr. Nordy Siason, Jr., also reiterated the institutions’ commitment to the project’s success.
Dr. Siason, drawing from his own experiences with the Tinori-an River in his childhood years, passionately urged all project proponents and participants to protect the river and embrace necessary sacrifices for sustainable development. He highlighted ISUFST’s commitment to the community, offering the university as a prime option for higher education within the community. He emphasized, “The tripartite agreement for the Tinori-an River EcoTour project is not just about creating a new tourist destination; it’s about setting a new standard for how we interact with our environment, engage with our community, and envision our future.”
Vice Mayor Biron expressed gratitude towards all partners involved and pledged to exert all efforts to turn the project’s vision into reality. Vice Mayor Debuque, comparing the initiative to the river cruises in Vietnam, called on residents and fisherfolks to demonstrate discipline and commitment to the project. She promised, along with Vice Mayor Biron, to support the project through local legislation.
Dr. Jescel Bito-onon, the Tinori-an Project Head and Director of the Research and Development of ISUFST, detailed the project’s inception and its evolution into a comprehensive initiative, stressing the importance of collective action to ensure the Tinori-an River remains a symbol of hope and prosperity for all.
Adding to the discourse, ISUFST’s Director of International Affairs and Linkages outlined the project’s significance, listing five pivotal benefits: A unified vision encompassing environmental preservation, sustainable tourism for economic prosperity, community collaboration and empowerment, knowledge advancement through research, and participative governance for social justice.
The project, endorsed separately by the respective Sangguniang Bayan of Barotac Nuevo and Anilao, aims to utilize the Tinori-an River’s natural beauty and biodiversity for sustainable tourism, ensuring resource conservation for future generations. It signifies a monumental step towards sustainable development and environmental conservation in the region, with ISUFST leading the development through sustainable tourism management strategies, and the LGUs providing policy development support and assisting in river clean-up operations.
This tripartite agreement sets a precedent for sustainable tourism, community engagement, and environmental stewardship, promising to transform the Tinori-an River into a beacon of eco-tourism and sustainable development.

ISUFST launches TERESSA Project in Barotac Nuevo marking the celebration of Int’l Women’s Month

Barotac Nuevo, Iloilo–In a significant step towards fostering economic resilience, equality, and safe spaces, Iloilo State University of Fisheries Science and Technology (ISUFST) has launched the TERESSA (Training on Economic Resiliency, Equality, and Safe Spaces Action) project. This event, coinciding with the International Women’s Month celebration, marks the beginning of a collaborative endeavor aimed at empowering women in the community. The event took place on Tuesday, March 12, 2024, from 1:30 p.m. to 4:00 p.m. at the Social Hall of the Municipal Building in Barotac Nuevo, Iloilo.
The ISUFST-initiated project is a product of a multi-institution partnership among the Barotac Nuevo Local Government Unit, Barotac Nuevo Municipal Police Station, JCI Barotac Nuevo Tamasak, and ISUFST. It seeks to create a lasting impact and facilitate long-term transformation within the community, with a special focus on enabling women to realize their potential and actively participate in the decision-making process.
The launching event was graced by key figures in the community, including Estelita Sumayo, MSWD Officer of LGU Barotac Nuevo, who delivered the welcome message, and Dr. Nordy Siason, Jr., President of ISUFST, who also shared his messages of support and commitment to the project. Vice Mayor Hernan G. Biron Jr., together with TERESSA beneficiaries, participants, and volunteers, were also in attendance.
Dr. Nordy Siason, Jr. emphasized the importance of the TERESSA project in the context of supporting the local economy and community of Barotac Nuevo. He stated, “TERESSA represents not just a commitment to women’s empowerment but also a strategic investment in our community’s future. By fostering an environment where women are equipped to lead, innovate, and grow, we are laying the foundation for a more resilient and equitable society. The ISUFST is dedicated to supporting this endeavor in every way possible, ensuring that the contributions of women are recognized and valued at every level of community development.”
Town’s Matriarch Diana Biron also conveyed her support for the project, urging women to take advantage of the opportunities it offers for livelihood and skills capacitation. PLT Cedrick Cruz, Officer-in-charge and Chief of Police of Barotac Nuevo, Iloilo, participated in the event as well, highlighting the project’s significance in creating safer spaces for women.
Dr. Jeanette Bayona, Director of the Office of Extension Services and Community Development at ISUFST, provided a glimpse into Project TERESSA, while the unveiling of “Tyangge ni Teray,” a market space for women entrepreneurs, marked a key highlight of the launch. The event featured talks on marketing for Tyangge ni Teray by Hon. Gilmare Joyce Lingga, President of JCI Barotac Nuevo Tamasak, and on women entrepreneurship and financial literacy by Atty. Johanna Marie Belgira, Municipal Legal Officer of LGU Barotac Nuevo.
Barotac Nuevo SK President Hon. Rica Pama delivered the closing message, encapsulating the spirit of collaboration and empowerment that TERESSA embodies. Dr. Bayona, reflecting on the project’s inception, remarked, “Behind the success of a woman is lots of women,” stressing the importance of women’s collaboration and solidarity. She highlighted how TERESSA drew inspiration from the Ilongga heroine Teresa Magbanua, embodying the spirit of resilience and empowerment that the project aims to instill in the women of Barotac Nuevo.
As the TERESSA project sets into motion, it promises to usher in a new era of empowerment, economic resilience, and safety for the women of Barotac Nuevo, aligning with the global observance of International Women’s Month and contributing to the broader goals of gender equality and community development.

ISUFST kicks off research capability
building program for DepEd educators
In an effort to bolster research capabilities among educators, the School of Graduate Studies (SGS) at the Iloilo State University of Fisheries Science and Technology (ISUFST) has initiated a pioneering program titled “Leading the Way: Developing School-Wide Action Research Culture.” The program, aimed at school leaders and research coordinators, commenced today, February 8, 2024, at the University Library AVR located at the ISUFST Main Campus in Tiwi Site, Barotac Nuevo, Iloilo.
The initiative, in collaboration with the Extension Office, underscores ISUFST’s commitment to advancing research competencies within local educational institutions. Specifically designed to benefit the coordinators of the Department of Education (DepEd) Schools District of Barotac Nuevo, the program aims to equip participants with essential skills for spearheading research endeavors within their respective schools.
The inaugural day of the program featured a comprehensive lineup of sessions focusing on action research methodologies, guided by esteemed facilitators from the academic community. Topics covered ranged from understanding research frameworks and crafting research proposals to utilizing digital tools for data analysis and reporting.
Participants engaged in interactive workshops facilitated by experts from ISUFST, who provided insights on making real-world impacts with action research and refining research papers. The program also delved into advanced topics including research methodologies, APA formatting, and mentorship strategies, fostering a dynamic learning environment conducive to meaningful research endeavors.
Dr. Stephen Jinon, OIC Director of ISUFST School of Graduate Studies (SGS), emphasized the program’s significance in enhancing the educational landscape of Barotac Nuevo and expressed confidence in the participants’ ability to leverage newfound knowledge for impactful research outcomes. “The little victories we achieve today, the skills we build, and the connections we forge will pave the way for a future filled with impactful research and empowered school communities.”
For her part, project head Dr. Joana Paula Biñas stressed ISUFST SGS’s unwavering dedication to elevating educational standards and research excellence in the region, embodying a shared commitment to fostering a culture of continuous learning and innovation among educators. “Every question, every ‘what if?’ planted today nourishes a research spirit that will bloom tomorrow. We hope to inspire all participants to cultivate the habit, embrace the journey, and watch the researcher within them blossom.”
She further added: “As the program unfolds over the coming months, it is poised to catalyze transformative change within local educational institutions, empowering educators to lead the way in advancing research and driving positive educational outcomes in Barotac Nuevo and beyond.#
