ISUFST marks historic first with 2 professors at prestigious China Conference on Prof Exchange
Shanghai, China–Iloilo State University of Fisheries Science and Technology (ISUFST) made its debut at the 22nd Conference on International Exchange of Professionals (CIEP), held November 2, bringing two of its distinguished faculty members to participate in one of China’s leading gatherings for international professional exchange. This milestone marks ISUFST’s first-ever representation at the prestigious conference, which featured over 1,000 scholars and experts from nearly 100 countries.
 
Hosted by the Ministry of Human Resources and Social Security and the Shanghai Municipal People’s Government, the conference united global talents for discussions across science, technology, and professional skills development. Attendees included Nobel laureates and a Turing Prize winner as keynote speakers, alongside national government officials.
 
ISUFST faculty representatives, Dr. Matthew Lasap, Dean of the College of Education at Tiwi Site, and Prof. Wenda Panes of the College of Information and Technology, San Enrique Campus, presented their innovative research at Zhejiang Normal University. Presentations at the university included two focus areas: international relations and sustainability, and STEM and AI in education.
 
“This is an incredible opportunity for ISUFST to not only showcase our expertise but to build valuable connections across the world,” said Prof. Panes. Her presentation, titled Technology and Knowledge Transfer of AICS-IMS: Assistance to Individuals in Crisis Situation Information Management System, addressed the critical role of technology in crisis management. She also showcased several digitally designed programs for extension projects that she leads in ISUFST, which are currently being utilized by various local government units and offices throughout Iloilo.
 
Dr. Lasap shared his research, A Multi-Dimensional Inquiry Towards the Development of a Design and Technology Performance Task-Based Instruction, emphasizing its relevance for future educational methods in technology and design. “This conference is a testament to our university’s commitment to global engagement and academic leadership,” he remarked. “Representing ISUFST at CIEP is an honor and a powerful opportunity to connect with professionals worldwide.”
 
Lasap also shared his research entitled: “Inquiry into the Elements of Authentic Activities that Build Cognitive Thinking Skills in Mathematics: A Grounded Theory” and “Performance Tasks Towards the Development of Cognitive Thiking Skills for Understanding in Mathematics: A Grounded Theory.”
 
On November 4, the ISUFST delegates joined experts from the U.S., Malaysia, and the Philippines at the Joint Education Institute of Zhejiang Normal University and Kansas University in Jinhua. This visit fostered discussions on potential collaborative projects spanning international borders, underscoring ISUFST’s expanding role in international educational partnerships.

ISUFST faculty and staff join the first-ever Small-Scale Fisheries National Symposium
Iloilo City, October 16-18, 2024–Iloilo State University of Fisheries Science and Technology (ISUFST) currently joins the First Philippines Small-Scale Fisheries National Symposium (PSSFNS1), hosted by the University of the Philippines Visayas (UPV) and the TBTI Philippines. This pioneering event aims to spotlight the critical role of small-scale fisheries in the Philippines.
 
A contingent of ISUFST faculty members, including Dr. Nordy Siason, Jr., Dr. Johnny Dolor, Dr. Edmer Bernardo, Dr. Herman Lagon, Dr. Jescel Bito-onon, Prof. Rico Ian To-ong, Dr. Rolindo Drmo-os Jr., Ms. Charmane Nochete, Dr. Roy Villanueva, Mr. Eli Gene Tisuela, Dr. Mary Mar Payne, and Prof. Rother Gaudiel, participate in the symposium. Notably, Dr. Mary Mar Payne and Prof. Rother Gaudiel will present their research papers, contributing valuable insights to the discussions.
 
The symposium’s theme, “Small-Scale Fisheries in the Philippines are too Big to Ignore,” reflects the significant yet often overlooked contributions of small-scale fisherfolk to the economy and food security. As the first national symposium dedicated to this sector, it gathers hundreds of stakeholders, including fisherfolk, fisheries managers, scientists, local government representatives, students, and non-government organizations all over the country, to collaborate on sustainable practices and policies.
 
UPV Chancellor Dr. Clement Camposano, a blue economy advocate, emphasized the importance of inclusion and equity in achieving a sustainable blue economy, stating, “This is all about inclusion; it is all about equity.” He noted that current programs tend to favor business fisheries, leaving small-scale fisheries underrepresented.
 
As the three-day symposium approaches, ISUFST’s participation underscores its commitment to advancing research and dialogue on the sustainability and viability of small-scale fisheries in the Philippines. The gathering aims to bridge existing information gaps and foster collaboration among various stakeholders to enhance the livelihoods of fisherfolk across the nation. ISUFST and Korea-Ph Rotary clubs ink MOU for global grant for Automotive Training Upgrade
Iloilo City, October 3, 2024—The Iloilo State University of Fisheries Science and Technology (ISUFST), the Rotary Club of Namweon Central (District 3620) in South Korea, and the Rotary Club of Iloilo (District 3850) officially signed a Memorandum of Understanding (MOU) last night for a P2-million Rotary International Global Grant entitled “Automotive Industry Modernization in Iloilo” (AIM Iloilo). This milestone event happened during a regular meeting of the Rotary Club of Iloilo at Diversion 21 KTV Bar Function Room, Mandurriao, Iloilo City.
 
The signing ceremony, attended by about 50 Rotarians and Rotary Annes, including former District Governors John Michael “Kano” Ng and Ramon Cua Locsin, marked a new chapter of international cooperation. The event was led by Rotary Club of Iloilo President Peter John Raymund Pacheco, with Past President Engr. Jesus Anayas as the program facilitator. Seven distinguished Korean Rotarians from District 3620 also graced the occasion, among them Mr. Wang Hee Kim, Global Grant Chairperson of Namweon Central, Yunkil Nam, President of the Rotary Club of Namweon Central, Hyungcheol Park (Secretary), Jaehee Seol (Past President), Changhun Lee (President-elect), Mark Hongjae Jeong (Past President of the Rotary Club of Zamboanga North, District 3850), and Helen Inhye Kim of the Rotary Club of Roxas City (District 3850).
 
The MOU was signed by Mr. Wang Hee Kim, Atty. Pacheco, and ISUFST President Dr. Nordy Siason, Jr. The grant aims to modernize ISUFST’s College of Industrial Technology (CIT) automotive training facilities, benefiting students, extension beneficiaries, and the larger Iloilo community.
 
A Vision for Service and Partnership
Yunkil Nam, President of the Rotary Club of Namweon Central, emphasized the importance of this collaboration, saying, “This MOU is not just a piece of paper; it represents our shared commitment to serve the community and uplift the quality of education. We are grateful for ISUFST’s warm hospitality during our ocular visit, and we look forward to continued partnerships for more meaningful projects in the future.”
Dr. Nordy Siason expressed his deep gratitude for Rotary’s trust and investment in ISUFST, a school that educates marginalized but intellectually capable students. “This grant is a much-needed resource for our institution. It will enhance our capacity to deliver high-quality technical education, empowering our students to compete globally. We remain committed to providing parallel quality services in our faculty portfolio, teaching methods, and institutional processes to make this project successful,” Siason said.
 
On behalf of the Rotary Club of Iloilo, lawyer Pacheco reiterated the club’s dedication to the AIM Iloilo project. “We are committed to ensuring the successful implementation of this project with the help of our Rotarian partners from Korea. Their willingness to share their resources and expertise will enable us to reach those who need our assistance the most here in Iloilo and throughout the country.”
Mr. Wang Hee Kim closed his remarks by encouraging both local and international Rotarians to up their collective efforts. “Let us elevate each other and exemplify ‘Service Above Self’ as we work together to make a lasting impact,” he said.
 
Language and Cultural Exchange
While there were initial language barriers during the signing and discussions, the presence of interpreters (the Capiz-based Korean couple Helen and Mark, who were instrumental in making these linkages with Korean Rotarians possible) ensured a smooth exchange of ideas. This collaboration is seen as not only a technical partnership but also a cultural and humanitarian exchange between the two nations.
The night ended with an animated fellowship that lasted until 10:30 p.m., during which participants from both countries shared stories and strengthened their camaraderie. The meeting began with a dinner at 6:30 p.m.
 
Leaders and Key Figures Behind AIM Iloilo
Educator Dr. Herman Lagon heads the AIM Iloilo project and is the Rotary Grant Leader and Primary Contact. Journalist Francis Allan Angelo is the Secondary Contact for the proposed grant, ensuring seamless communication between stakeholders. Meanwhile, Wang Hee Kim and Junkil Nam are the primary and secondary contacts, respectively, for the Rotary Club of Namweon Central.
The project aims to modernize ISUFST’s automotive facilities, providing state-of-the-art equipment for hands-on training that will significantly benefit both instructors and students.
 
Building Towards a Brighter Future
Earlier in the day, ISUFST President Dr. Nordy Siason and Atty. Pacheco, together with their fellow Rotarians, conducted an ocular inspection at ISUFST’s Main Campus-Tiwi Site. This visit aims to pave the way for the full implementation of the AIM Iloilo project. Once completed, the project will modernize the automotive laboratories at the College of Industrial Technology by upgrading tools, equipment, and instructional resources.
“This initiative aligns perfectly with our mission to empower students and communities through modernized technical education,” said Dr. Siason. “It represents a vital opportunity for sustainable development and positive change in our region.”
The AIM Iloilo project’s expected outcomes include modernizing training facilities, fostering partnerships for equipment procurement, building capacity, and extending community outreach programs. The Rotarians and ISUFST leadership are optimistic about the project’s long-term benefits for Iloilo and beyond.

ISUFST joins multi-party MOU-signing to fuel intellectual property initiatives in Western Visayas
The Iloilo State University of Fisheries Science and Technology (ISUFST) joined in the Memorandum of Understanding (MOU) signing rites among the Property Office of the Philippines (IPOPHL), the Department of Science and Technology Region VI (DOST VI), and the State Universities and Colleges (SUCs) from Region VI with established Innovation and Technology Support Offices (ITSOs). The event, held at Sam’s 21 Hotel, Mandurriao, Iloilo, last Friday, September 27, marked a key milestone in advancing intellectual property (IP) initiatives as part of the Regional Development Plan on Intellectual Property (RDP-IP).
 
At the signing ceremony, ISUFST was represented by IPO Director Dr. Sol Denamarca, who stood in for University President Dr. Nordy Siason, Jr., and Dr. Jade Marie Dimzon, who represented the Director for Research Dr. Jescel Bito-onon. Their participation was a clear demonstration of ISUFST’s unwavering commitment to promoting intellectual property management and fostering an environment of innovation and creativity within the university and the broader Region VI.
 
No less than the President of the school, Dr. Siason, has been emphasizing the partnership’s importance: “ISUFST believes in the power of innovation to transform communities. By protecting and leveraging intellectual property, we can fuel research and technological advancements that directly benefit the people of Western Visayas.”
 
This collaborative agreement, a beacon of hope for the future, aims to enhance the creation, protection, and utilization of IP assets across the region. It also seeks to facilitate technology transfer and economic growth through effective IP management. By nurturing IP awareness and skills, this partnership is set to significantly elevate Region VI’s innovative capacity and contribute to its sustainable development.
 
“This MOU is a critical part of our regional efforts to drive technological advancement and economic progress,” said IPOPHL Director-General Rowel Barba during the ceremony. The MOU is expected to bolster the region’s initiatives by addressing the specific IP needs of local industries, academic institutions, and researchers.
 
ISUFST’s participation in the signing further strengthens its role as a key player in regional innovation efforts. In celebration of the 61st Fish Conservation Week, faculty and students from the College of Fisheries and Aquatic Sciences (CFAS), BFAR scholars, the CFAS Student Council, and local counterparts gathered on September 26, 2024, in Sitio Lamintao, Talisay, Barotac Nuevo, Iloilo, for a mangrove planting and coastal clean-up activity. Collaborators from DJSMMC also participated in this joint effort to preserve coastal ecosystems and protect aquatic biodiversity.
 
The activity kicked off with a short lecture on mangrove planting and waste management, delivered by Mr. John Christian B. Salarza, a DFT student at ISUFST-SGS, and Ms. Vanica Boglosa, a MET student at ISUFST-SGS.

ISUFST and DLSU collaborate for Cervical Cancer awareness in Iloilo
In a joint effort, the Iloilo State University of Fisheries Science and Technology (ISUFST) and De La Salle University (DLSU) conducted focus group discussions (FGDs) on cervical cancer awareness from September 13 to 18 in Iloilo City. The sessions took place in three barangays: Sto. Niño Sur, Arevalo, and Calumpang, Molo, and Balabago, Jaro, with 10 women participating in each community discussion.
 
The discussions were led by Prof. Michel Celeste, supported by Dr. Ronilo Aponte and Dr. Joana Paula Binas. The ISUFST R&D unit, facilitated the event, with contributions from R&D Director Jescel Boglosa Bito-onon, Eli Gene Tisuela and Charmane Nochete.
 
Four Richard T. Clark Fellows from the UK, US, and Philippines also attended, witnessing the valuable conversations. ISUFST holds First-ever Ocular visit in Japan for Potential Student Internship

In a groundbreaking initiative, the Iloilo State University of Fisheries Science and Technology (ISUFST), through Dumangas Campus College of Hospitality Management Dean Michelle Pahayculay, successfully completed a three-day Host Training Establishment (HTE) Ocular and Site Visit for the Student Internship Abroad Program (SIAP) of its Bachelor of Science in Hospitality Management (BSHM) students. This marks the first time of its kind that ISUFST has conducted such a visit in line with CHED Memorandum Order (CMO) No. 10, series of 2023.

The visit took place at Goushigaisha Mifune-Ikeuno Mifune, Chita, Aichi, Japan, with Dr. Pahayculay warmly welcomed by Mr. Ota Matasaka, owner of Aichi International Education Center (AIEC), Mr. Iida Ideyuki, Hotel President, Ms. Mini Miso, Intern Coordinator, and Ms. Irish Detablan, AIEC Staff and Language Instructor. The center is now the newest international linkage partner for the university’s hospitality internship program.

During the visit, a courtesy call was made to AIEC, where Dr. Pahayculay met with the principal, staff, and students to discuss potential collaboration opportunities. The primary objective of the ocular visit was to evaluate the facilities, operations, and overall environment of the training establishment to ensure it meets the educational and practical needs of ISUFST students. This evaluation is crucial in ensuring a safe and enriching internship experience abroad, which, if all preparations proceed smoothly, could be made available to BSHM students before the year ends.
 
This collaboration is expected to enhance the global competencies of ISUFST’s BSHM students in all campuses, and further strengthen the university’s commitment to offering high-quality international training opportunities. (Michelle Pahayculay/PAMMCO)

‘Mangingisda Ako, Una ang Seguridad Ko’ Workshop Empowers Banate Bay Fisherfolk

Over 100 fisherfolk from the Municipality of Banate took part in the extension program titled “Mangingisda Ako, Una ang Seguridad Ko”, held on September 13, 2024, at the Agriculture Building in Banate.

The training focused on safe navigation, collision regulations, and coastal resource management, aiming to enhance both the safety and environmental awareness of the local fishing community.

The initiative was led by Dr. Shiela Picpican, with Dr. Lou Magbanua and Dr. Quin Clarito serving as resource persons. They shared their expertise on maritime safety and sustainable coastal practices. They also stressed the importance of preventing illegal fishing activities and promoting sustainable fishing technologies.

In his opening message, Banate Mayor Peter Paul Gonzales highlighted the importance of the training for the livelihood and safety of fisherfolk.
“Programs like these are vital in safeguarding the lives of our fisherfolk while promoting the sustainable use of our coastal resources,” he said.

Vice Mayor Filemon Iran echoed his support, emphasizing the need for municipal ordinances on safe navigation and resource protection. He expressed hope for the establishment of long-term policies that would benefit the fishing community and ensure environmental stewardship.

Dr. Joana Paula B. Biñas, Director for Extension Services and Development at the Iloilo State University of Fisheries Science and Technology (ISUFST), reinforced the university’s commitment to the Sustainable Development Goals (SDGs), particularly SDG 14 (Life Below Water) and SDG 12 (Responsible Consumption and Production).
“Our research-driven and impactful extension projects are aligned with these global goals. This training is part of our efforts to empower fisherfolk and promote sustainable fishing practices,” she said.

The training covered essential topics, including navigation rules, the use of navigational aids, communication and lookout skills, and marine environmental protection. Fisherfolk were also educated on sustainable fishing practices to ensure the long-term preservation of Banate Bay’s resources.

This event marked the third phase of the “Mangingisda Ako” project, which aims to train all 957 registered fisherfolk in Banate. The project is expected to significantly improve the safety, productivity, and environmental awareness of the local fishing community.

Dr. Lydia Villanueva-Araneta, a guidance counselor at the Iloilo State University of Fisheries Science and Technology (ISUFST), recently delivered three separate talks addressing critical mental health issues, reinforcing the university’s commitment to community engagement, particularly in fostering psychological wellness among the youth.

Her most recent speaking engagement took place at St. Paul School, Barotac Nuevo, on September 13, 2024, where she was invited as the guest speaker during a symposium on Mental Health and Overall Well-being. The event was sponsored by SPSBN Batch 1984 in celebration of their 40th year since high school graduation. During the talk, Dr. Villanueva-Araneta discussed mental health challenges, including anxiety, depression, and suicide, underscoring the importance of raising awareness on these issues within the school setting. She expressed her gratitude for the warm response from the students, stating, “My heart is full with so much gratitude and joy. You all inspire me to continue doing what I love to do—raising awareness and reaching out to those in need.”

Earlier this year, Dr. Villanueva-Araneta also participated in two significant community-focused events. She then took part in the 2024 Regional Youth Celebration, where she addressed anxiety and depression, aiming to equip young people with the tools to cope with these widespread issues.
 
To note, the guidance counselors and staff of ISUFST have been conducting similar mental health engagements for the past years upon requests of different institutions. This reflects the institution’s strong commitment to youth mental health and well-being. Through these engagements, ISUFST continues to prioritize not only academic excellence but also the psychological well-being of its students and the broader community.
